Evening and Night-time Stakeholder Assembly

We will be hosting an Evening and Night-Time Stakeholder Assembly to create our Evening and Night-time Plan. The Assembly will bring together a diverse group of people to discuss the opportunities and challenges of Westminster after dark. Together, we hope to make decisions that everyone can agree on.

This Assembly will follow an established democratic process that is used all over the world. This brings together a randomly selected group of people who broadly represent the entire community – those who live, work, visit or run a business in Westminster. The people who attend will learn about issues, discuss them with one another, and then make recommendations about what should happen and how things should change in relation to Westminster After Dark.

The Assembly will develop a vision for the future of Westminster’s evening and night time and make recommendations about how the Council, businesses and Westminster’s communities could achieve this vision together.

Anyone aged 16 and over by the close of registrations, who lives, works, visits or runs a business in Westminster can apply, with a few exceptions set out below. 

The following people cannot apply: 

Elected representatives from any level of government; paid employees of any political party; or council employees working in any politically restricted post.

The dates and times of the in-person session are:

  • Saturday 27th January
  • Saturday 3rd February
  • Saturday 10th February

 All sessions are from around 9:30 am - 4.30 pm each day in a central Westminster location. Lunch and refreshments will be provided. 

If you are selected to take part, you will receive £250 as a gift of thanks for your time. Participants can choose to decline this if they prefer.

Registrations will close on 1st December 2023. However, we may close sooner if capacity is met. 

If you are selected to take part, you will have the opportunity to meet with individuals from all walks of life who live, work, visit or run a business in Westminster. You will hear from engaging speakers, and you will discuss the issues involved in small groups, with facilitators to make sure everyone has their voice heard. You do not need to have any prior knowledge of the topics – all the information you need will be provided during the sessions.

Once registration has closed, 50 people will be selected from those who registered their interest, to take part in the event.

The process is done in a particular way to make sure that there are people from all across the community attending. 

If you are selected, we will contact you by phone or email on or around early December to let you know. We will then arrange a call with you to confirm that you can attend, discuss any requirements you may have to be able to attend, and explain what happens next.

The in-person meetings will be held at City Hall which is an accessible venue that is easy to get to.  You will be given lunch. 

If you need access to a prayer room or quiet space during the day, we will ensure this is made available.

There is no dress code. Please wear whatever feels comfortable for you.

The information provided during the event will be as jargon-free as possible. There will be opportunities to ask speakers to explain what they mean if what they are saying is not clear.

If you require any form of additional support, for example translation, or support with accessibility issues, childcare, or other caring responsibilities, then every attempt will be made to provide this. If you are selected, please just let us know about your specific requirements when we contact you.

Assembly Members will have the opportunity to present their recommendations to the Leader of the Council and Cabinet Members. The recommendations will be used to create Westminster’s first Evening and Night-time Plan and Assembly Members will be updated on progress that happens as a result. There will be other opportunities for your continued involvement if you are interested.
